A bonkers Bronx man has cried wolf thousands of time – sometimes placing more than 25 bogus emergency calls a day to 911 – and could face criminal charges soon, The Post has learned.
Yuri Kharlamov, 54, allegedly used multiple phones to place 4,543 calls to 911 in the Bronx’s 46 Precinct from March 9, 2023, to July 18, according to case documents.
In the calls, he repeatedly “knowingly and falsely reported the occurrence of serious crimes and emergency incidents,” including “kidnappings, assaults, violent rapes, children having been shot in the head and other reports of imminent danger to human life,” according to the NPYD documents.
The calls are also racially charged, police sources said.
“A white man is setting a black man on fire” on the subway and “three large black men were raping a woman” are among the claims made in the calls, police sources said.
In others, he told 911 operators the Proud Boys placed “a bomb under a car” at the 46th Precinct stationhouse, that six Jewish males were beating up one black male and that five male whites shot a 5-year-old child, the sources said. Some days he called more than 30 times, the sources said.
The 911 operators frequently note that he’s using racial slurs or ranting to them, the sources said.
One police source said the calls were putting everyone in danger.
“He’s putting not only officers at risk, he’s putting civilians at risk,” the source said. “We’re activating lights and sirens on these calls.”
In one recent call, he told responding officers white men were chasing people, police sources said.
When police officers found nothing at the location, a cop called him on the phone, the sources said.
“The whites are chasing the f—–g monkeys,” he told the officer, and then demanded to speak to a supervisor before calling the police officer a “dumb n—-r,” according to the sources.
The calls have been made from three different numbers and “diverted thousands of police officer hours and substantial public resources,” delaying responses “to actual victims,” according to the documents
His conduct, which has been referred to the Bronx District Attorney’s Office, constitutes “a continuous and deliberate course of criminal conduct,” the sources said.
He has 19 prior arrests, but most of those are sealed, police sources said.
He was arrested on Dec. 29, 2022, for throwing an egg at police officers at the 46th Precinct stationhouse in Fordham Heights, according to a criminal complaint.
At the same time, he was charged with making terroristic threats for the alleged bogus Proud Boys bomb threat, the document shows.
The Bronx District Attorneys Office didn’t immediately respond when asked for the outcome of that case.
He was also arrested in 2019 for squeezing a 55-year-old woman’s buttocks at 8th Avenue and 14th Street in Manhattan’s West Village, according to a criminal complaint.
He was arrested in that case on May 22, 2019, and charged with misdemeanor harassment and second-degree physical contact, the record shows. He pleaded guilty to forcible touching and was ordered to complete a program, officials said.
He could be charged with falsely reporting an incident, reckless endangerment, aggravated harassment and disorderly conduct for the callous calls, police sources said.
“He gets put in a psych ward and they ask him if he’s thinking about hurting himself or anyone else,” one aggravated police source said. “He’ll answer “no” to all those questions and he’s out in an hour. Mental illness shouldn’t be an excuse for committing crimes.”
Messages left at two numbers for Kharlamov weren’t returned.
An NYPD spokeswoman on Friday said the case was under investigation and that there hadn’t been an arrest yet.
